Jeff is correct there. If you built your own set of swatches from Pantone Connect and you are allowed to import them as swatch files, you should see the tool tip.
I don't think you mean the Pantone Connect Extension Panel, but I need to go over it for others in the forums.
Pantone parted ways with Adobe years ago and now have their own subscription service "Pantone Connect". I can go to https://connect.pantone.com/#/picker?pantoneBook=pantoneCmykCoated and sign in, see my libraries and hover over a swatch to see a larger pop-up that I can click on to get options many of which are not availiable to free accounts.
Now over to the 2019 extension marked as "Legacy" in the menu. I click on Photoshop Window menu > Extensions > Pantone Connect in the menu,sign in and my palette shows up, but without the large swatches on hover.
The Pantone Connect Extension offers a three-dot menu which offers the same options as clicking on the large hover swatch in the web version of Pantone Connect. I'm not a designer so I don't need or want the subscription. Same results for Illustrator and InDesign. I run MacOS 12.7.6 Maybe it comes on if you have a paid subscription but I don't know for sure.
The extension looks like a chopped down version of the web interface and since it belongs to Pantone, you must contact their Support team if this is what you mean.
