If it were me, I'd format that sucker pronto. That would require some time, though, because you'd have to backup documents, etc. If you have a second media drive, it makes it even easier as you can just copy any essential documents over before you format your system drive. (Do not copy any installed applications; just documents created by you like Photoshop PSDs, JPEGs, text files, media files such as MP3s and the like.) Be aware that this isn't for the faint of technical heart. Before I'd format, I'd be sure to get any necessary drivers and put those on removable media or my media drive. (e.g., Network adapter drivers, video drivers, etc.) If you don't feel comfortable doing it yourself, you can hire out but that's not exactly cheap. And just to repeat: Make sure you sign out of any applications that require authentication like Creative Cloud before formatting. That is weird; if you're using a 64-bit OS, it should install the 64-bit versions. That's a bit of a red flag right there. Yes, pretty sure it has to do with your error; the installation wants to move whatever was in adobeTemp to its permanent location in the AppData subfolder. Now that's weird. As an admin, you should be able to change those attributes. You're using the CC Desktop App when you go to update the apps, correct? Did you try making sure you had full admin access there too? Did you try completely uninstalling any CC app and then installing fresh with the latest versions (instead of updating)? When's the last time your system was formatted? I know that the Quick Selection Tool tries to find pixel boundaries, so that may explain why you can't seem to fill the frame with that tool. But the Magic Wand Tool should select the area inside. Try placing an image layer underneath the frame and try using the Quick Selection Tool again with the "Sample All Layers" option checked.
