Much could be related to the specs of your source video. Is this video from a camcorder or from some other source? This is not typical behavior, but certain video formats, resolutions and frame rates can cause issues. We can certainly explore this if you'd like. Open your source video in the free download MediaInfo. In MediaInfo, set View to Text and then copy the text of this report and paste it this forum. To change the type of transition, go to the Transitions panel and right-click on the transition you want to use. To change the duration of your transitions, go to the program's preferences (under the Edit menu on a PC) and set the duration on the General page.

Depends on which version of the program you're using and what operating system. It sounds like you're editing HEVC H.265 video, which requires a plug-in and only is editable on some recent versions of Premiere Elements. To see if this is the case, open your iPhone video in the free download MediaInfo. In MediaInfo, set View to Text and then copy the report it generates and paste it to this forum. This is a non-standard video size -- 2688x1512 -- and using the HEVC codec, and that's why Premiere Elements is struggling with it. I'm not sure what to suggest. Even converting the video with Handbrake won't make it a more standard resolution, like 1920x1080. You may want to try a different video editor. Premiere Elements is just not going to be able to work with this video. Can you set your camcorder up to record 1920x1080 at H.264 rather than H.265? Does anyone else have a suggestion?

You're trying too hard. You can output a file that optimal for use on YouTube simply by going to Export & Share/Device/Computer 1920x1080 MP4. There's no need to create a custom output setting.

Can you confirm you're using version 15 Premiere Elements? That said, you want use audio keyframes to raise and lower the volume of your music at specific points. How you do this can depend on which version of the program you're using.

First try this. Right-click on the app shortcut and select Run as Administrator. Type in your activation number when prompted. It shouldn't ask again.

JPEGs will do just fine. Are you rendering your timeline before you judge the quality of the photo in Premiere Elements? Press Enter after you add your photos and the program will create a high quality preview of your timelime. Your video will look even better when you output it -- but rendering the timeline will at least show you something closer to your final, rendered piece.

Premiere Elements can edit H.265 files but many people report having issues, even if they install the H.265 plug-in. I'd recommend downloading the free trial and giving it a test drive with your video files.

Even if Adobe removed the tool from a current version of the program, they could not remove it retroactively from a 10 year old version.
In fact, I've never heard of a tool disappearing from an older version of the program. Normally I'd recommend re-installiong the program -- but I'm not sure what would happen if you tried to activate a program that old.
Is the tool merely missing or is there a null spot where the tool should be?
This is a very very unusual issue. When was the last time you rebooted your computer? And can you confirm that this is Premiere Elements and not Photoshop Elements?

It does sound like your video player is having trouble keeping up with the stream. I assume your TV is 4K and is capable of playing a 4K MP4.
You haven't said how you're playing your video on your TV. Have you got a thumb drive plugged into your computer, are you casting from a device or are you using some sort of video player attached to the TV.
A number of factors could affect how fast your video is able to stream.

Premiere Elements 2024 can create projects in 16:9 widescreen, 9:16 portrait and 1:1 square aspect ratio videos.
I know of no plugins for creating grid or collage templates beyond what is included with the program.

What happens if, as an experiment, you start a new project, add only that MP4 (which I assume is from a camcorder) and let the program match the project settings to this video's specs? Then does Smart Fix behave differently?
I'm not surprised the program is struggling with a 352x240 MPEG (Did THIS come from a camcorder?), but I'm surprised if standard HD camcorder video gives it trouble. At least under controlled circumstances, as our experiment should show.

What is the file format, resolution and frame rate of the video you are trying to perform this function on?
Also, if you look under the Edit menu, what is listed on the General page under Project Properties?
It's possible a non-match between these two sets of properties isn't allowing Smart Fix to work.
