I think I have found the problem and solved it. The com.adobe.dunamis folder in my user account > library > application support was empty.   As I already wrote, I had started Photoshop 24.1 in another user account and tested it. In this user account, Photoshop had created several subfolders in the com.adobe.dunamis folder and written data.   In my user account, as I said, this folder remained empty. I now simply copied the subfolders from com.adobe.dunamis from the other user account into my user account.
