Select All + Contract does nothing（「すべてを選択」→「縮小」が動作しない）
I would like to know whether this is a bug or an intended behavior.
Steps to reproduce:
1. Create a new document (for example, 154 × 216 mm).
2. Press Cmd + A (Select All).
3. Go to Select > Modify > Contract.
4. Enter any value (e.g. 41 px).
Result:
Nothing happens. The selection does not contract at all, and no error message is displayed.
The issue only occurs when the selection covers the entire canvas. If the selection is even slightly smaller than the canvas, Contract works normally.
I'm wondering if this behavior has changed or if it is a bug.
System:
- Photoshop 27.8.0
- macOS 26.5.2
- Apple M1 Max
- No third-party plugins installed
Can anyone confirm whether this is expected behavior or reproduce the same issue?

再現手順

この現象は、選択範囲がキャンバス全体を覆っている場合にのみ発生します。キャンバス全体より少しでも小さい選択範囲であれば、「縮小」は正常に動作します。
