Updating didn't change anything, i found the problem to be the hardware accelerated decoding, after i disable it everything is rock stable. The files don't seem to matter , i edit the dreaded DJ Phantom 3 files and gh4 files full hd 28mb/s 50p. I used some 2020 GPU driver before and hangs  so i updated to latest one and still completely hangs entire computer. Videocard is not faulty, works in games and everything and it's properly cooled, system is rock stable. Maybe Premiere is not at fault here, my windows instalation is very old, 2 or more years, i will try a factory reset instalation of the GPU driver and try again to see if it's stable and come back with a response. ... For gh5 4k 10 bit you don't need proxies if you have a 6 core from both AMD or Intel, it will work just fine for cutting single or multicam, who owns GH5 knows this. Now, if you believe what Puget systems says, no CPU in the world can work with 10 bit 4k compressed, well, they say 9900k  kinda works sometimes but most scenarios you get 3-4, 9-10 fps, impossible to work. As i said, they will lie and cheat. Get the files they used for the Premiere pro benchmark and put them on the timeline, they used broken h.264 and h.265 files, timeline performance benchmark numbers on puget systems basically says there is no computer in the world that can handle heavily compressed h.264 and h.265 10 bit files, I wonder how on earth all the people with GH5's edit 10 bit 4k footage. Short answer, Premiere pro is antiquated, it just doesn't know how to use your hardware at full potential and probably never will, there is no serious competition and it will never get updated to use newer hardware properly. People are lazy and most of them got used to premiere, there are alternatives like Davinci Resolve but the learning curve scares most users and they stick with Premiere, this means there is no point in throwing money if it sells. At some point someone will say to you the MEDIA IS VERY IMPORTANT, h264 is very intensive on the computer and that's why even 28 cores won't do it, Nvidia 2080 ti it's not enough, 64gb ram is minimum for 4k and all that crap. 2700x is faster than 8700k but not in premiere pro, get the 8700k if you need the upgrade right now. If you can wait a bit then AMD's zen 2 might be better, well, depends, they already have a better CPU but Adobe doesn't use it, by accident zen 2 might be faster, wait for reviews. Maybe not disagree with you but with the engineers at Adobe, every software before ryzen was optimized only for Intel, Davinci Resolve and Vegas pro were both clueless about what to do with Ryzen but look now, years passed and they work. There could be 2 things : 1. Amd doesn't have enough market share to warrant spending money on updating the code for them 2. Intel has some deal with Adobe that prevents any other manufacturer of hardware to get proper optimizations It is strange that some tech that exists for almost a decade is still not used in Adobe, VCE and NVENC, it's what Intel calls Quicksync. If Adobe would ever consider using VCE or NVENC, then those  8-10-16 cores CPU's would be obsolete, the trend is more GPU and less CPU. If there is a chance for AMD to outperform Intel in Adobe is only if it just works, i doubt there will ever be a line of code written for AMD, and updates might break any performance advantage AMD has, so you still have to pay premium prices for Intel CPU's. It happens on Intel too, the two monitor setup is complicated, i had the problem of having to show the desktop ( click in bottom right corner button ) then display premiere so i could use the program. Now i don't have this problem but i didn't changed Premiere, just drivers. For premiere and after effects neither of your builds are adequate, the cpu's while they are powerful they will sit mostly IDLE, After effects is  single core and premiere is badly optimized for multiple cores unless you use RED cinema  or Arri Alexa files, if you choose to learn davinci resolve than you can properly use as many cores you can throw at that software, in Adobe you are limited. So, the fastest CPU in single core now is 9900k, that is the best CPU for antiquated software. Your problem doesn't have anything to do with the CPU, it's the GPU that can't handle the load and non existent optimizations for decent color grading performance in Adobe. Take that footage and try to do the same color grade in Davinci Resolve, i bet you won't encounter a dropped frame. From my experience, when i apply 2 instances of Lumetri with masks Premiere is  dead on 4k from drones, i have to drop to 1/2 or 1/4. In Davinci Resolve i run out of ideas before i hit a performance wall, it will probably break down with 6k or 8k footage but i don't shoot RED or anything exotic. Not true at all, i have AMD rx480 and have no bugs that are particular to AMD/Opencl videocard. Rendered lots of projects in a span of 6 months with the usual problems that exists on both AMD and Nvidia, Adobe is the slowest NLE in 2018, everyone beats them at render speed, stabilization,  color grading, timeline performance and so on. Let's put it this way, 2700x is the better CPU but for now Premiere likes faster cores rather than more cores. If it were to compare a core i9 7980XE with 8700k, the 8700k would win in warp stabilizing or even timeline playback of some files, but this is isolated to Premiere and Adobe software in general, switch to another software like davinci resolve or sony vegas and the 2700x or 7980XE would obliterate 8700k. Another example would be  Apple products, you know those expensive imac's with 12-18 xeon cores, 128gb ram, cost as much as a car, a lame ass youtuber benchmarks in premiere, conclusion, 7700k or 8700k is better than a 13000$ imac in Premiere. Pretty much, i wouldn't bother to upgrade the CPU if you have a decent quad core. I have ryzen 1800x and an old rx480 8gb, GPU is loaded 100% in 4k and CPU hovers at around 9%, so i could get by with a quad core just fine. Ram is always welcome, 32 at least for 4k. There is all kind of explanations here that the codec is highly compressed, long gop...all kinds of excuses why premiere or lightroom can't handle to do  some operations faster, while we are not software engineers to understand this, for us is simple, we look how final cut or vegas can stabilize a clip in seconds and premiere in minutes, 4k footage works without proxy files with davinci, final cut or vegas but it doesn't do so well with premiere, it's quite clear it's not the files, why others can do it but adobe can't ? ... It's pointless to try to benchmark or work with premiere pro, the faster people move on from this software the better. Example on my system, i edit on 2 monitors so the second one is full screen preview, i get screen tearing so i enabled Vsync, fixed the tearing but now i get dropped frames even in fullhd, i disabled vsync and performance is back up again with no dropped frames but i get tearing. So we are back to editing experience, it's really bad, as it stands right now there is no hardware recommendation that anyone can give that would work flawlessly with premiere, even 16-18 cores CPU's with Titan V can give you bad performance with simple 4k footage, this forum is a great example with numerous people with exceptional hardware complaining of just that. ... What is the most important thing to an editor ? export times ? neah The most important thing is timeline performance, i doubt that load is on timeline unless you disabled Opencl or Cuda. No real editor cares much about a few minutes for an export, considering we put a lot of hours into a project, a few minutes on export is not a big deal, but, when we edit and we can't cut at that millisecond because the timeline playback resembles a slideshow or we can't see in real time a color grade and we clearly see the CPU sits at 30-40% and the GPU at 60-70% then we fu...ing wonder, why can't they optimize this software while others do this exceptionally ? final cut and davinci of course. It's quite simple, the better the hardware you get the more CPU power will sit IDLE, get a 6 core and you might get 50% load on timeline, get 8 core and you might get 30%, no matter the cpu cores you will still stabilize with 1 core in several minutes, i know, other software do this in seconds with all cores. Right now Adobe Premiere pro is the worst optimized software you could edit on, it's a joke to benchmark anything on this.
