The subject process took place in LrC 13, it commenced in v 13.2 and completed in v 13.3.
As a result of this transition if users wish to sync images to Adobe Creative Cloud to Lightroom ecosystem (Cloud-based) they are required to use LrC v 13.3 or later.
If users wish to upgrade from a LrC version earlier than 13.2 (including Lr 6 original version) directly to the latest version 14 they will get an errror that indicates their catalog cannot be upgraded. They will need to use LrC 13.2 to upgrade their Catalog then use LrC 14 to upgrade the Catalog to v 14.
During the past few months there have been many threads related to this issue.
I am suggesting a pinned thread along these lines, amendments or corrections welcomed.

As far as I am aware it's best to have Adobe Creative Cloud installed and signed in to your account an use the application to install LrC (Classic) to your computer.. Not a good idea to run Lightroom Classic and Lightroom Deshtop on the same Computer..

Just a thought, during LrC version 13 there there was a transition to a version 2 of the Sync to Creative Cloud engine. Due to this event LrC version 14 is unable to open a Catalog created earlier than LrC version 13.2. To enable this to happen you have to first use LrC 13.2 to upgrade the Catalog.
This may be causing the problem you are experiencing.
For sync to Adobe Creative Cloud you need to be using LrC 13.3 or later.

@Amy_dp201 , When LrC is opens a Catalog file it creates a LOCK file which prevents any access to the Catalog file. When you exit LrC normally the LOCK file is deleted automatically, however if LrC does not close normally like the crash you experienced the LOCK file will remain in place and prevent LrC from booting the Catalog file.
On Windows the Catalog by default is stored in a folder called Lightroom located your user files > My Photos > Lightroom. The Catlog file has the name you have assigned ending with the extention .lrcat (LRCAT) the LOCK will have the same name but will have the extention .lrcat.lock.
Go to the Lightroom sub folder on your system and if you find a LOCK file present delete it, insure you do not delete the Catalog file.
Next double click on on the Catalog file with the extention .lrcat and they should boot LrC.

Lightroom Classic does not delete images from the SD card when you import from the card so if you use Copy as DNG to your computer you will experiencing what you say is happening. The original NEF will be on the SD card.
In addition, as far as I recall there is an option at import to also copy to another location and this would capy the original NEF image.
Its is a good option to retain a copy of your original raw files, it's the only way to work with them in your Camera Software, since it will not be possible with them in your Adobe DNG files.

LrC is the continuation of the original Lr version 6.
LrC is only available with the Adobe Photography Plan which has Photoshop, LrC and a new Lr (cloud version) images are stored in Adobe Creative Cloud with the info that is normally stored in the Catalog file.
LrC works like the original Lr with the images and Catalog on your Computer.

@NeilW2897 , If you have installed the latest version of Lightroom Classic which is LrC 14.2 you will not be able to convert your LR 6 Catalog, directly to LrC 14. There was a new sync version in LrC 13.3. to the sync processing engine 2.
Do the following install LrC 13.2 and open you Lr 6 Catalog, this will convert the Lr 6 then you can update LrC to version 14.2.

There are more than one option to avoid problems and that will depend on the resources available on your computer hardware.

Try the following.
Using the Adobe Creative Cloud Desktop application uninstall Photoshop and Lightroom Classic.
Shut down your computer ( power off ).
Reboot your computer.
Launch Adobe Cloud Desktop application.
Install Photoshop and open the application to insure its boots properly and exit the application.
Next Install LrC and open the application to ensure the installation completed successfully.
Use the " Edit in application in LrC " to edit an image see if it works as expected..

This thread is two years old and the Sync requirements for Classic has transitioned from the original version to version2 which requires at least LrC version 13.3 or later.
The transition created multiple problems for many users, have you experenced issues during the transition and have you corrected errors successfully.?

I am not sure what you do to achieve this a far as I am aware LrC does not work with layers. Please explain how you open several raw files to Ps as layers? Do you do this directly with Ps?
Ok I see there is an option available in the edit in option in LrC to " open multiple images as layers in Ps". What happens if you choose that option do you get an error message?

It's as Johan indicates, there is an option in Lightroom Classic to "Automatically write Metadata to XMP" , LrC does not automatically read info from the file except at initial import when there is an XMP file present.
