When LrC is open it creates a .lock (LOCK) file next to the Catalog file which has an extention .lrcat (LRCAT) the lock file with the same name as the Catalog ending with the extention .lrcat.lock.
When you close the LrC application the LOCK file will be automatically deleted, however if the LrC application is closed unexpectedly e.g. loss of power the LOCK file will remain in place and prevent the Catalog from being opened and cause the error you are experiencing. Go to the folder which containes the Catalog file and if there is a LOCK file is present delete the file (do not delete the Catalog file ending ,lrcat).

I have my own personal view of this issue.
The Adobe Photography plan is Photoshop which includes Bridge, Adobe Camera Raw.
It also includes Lightroom Classic which is an alternative to Bridge and Adobe Camera Raw so you can make your choice to include either one in your workflow.
Also included is the Creative Cloud ego-system Lr desktop and Lr Mobile.
My choice is to use LrC as my option to work with my RAW image and use the default option which is not to select "Automatically write metadata to XMP" and I do not use the manual option to save info to the files, so I know the info is in the Catalog.
If I wish to utilize Adobe Camera Raw I would select the images outside LrC an use Bridge/ PS to open the image/s which will open the images in ACR where you can do your edits then complete your work and save to a tiff. This leaves your LrC work secure.

@Hollies , just an observation there is no current Adobe application known as LRCC, the current version are Lightroom Classic which requires your original images stored on your Computer drives in folders (internal or external drives) , known as LrC and there is Lightroom which uploads your original images to Adobe Creative Cloud, known as Lr (Cloudy or Desktop)..

The answer to your specific question is no, not at present? I you have access to LrC then you are subscribing to the Adobe Photography application and you have the following applications.
PhotoShop., Lightroom Classic (LrC) , Lightroom Desktop ( Lr ) . LrC syncs smart previews to the Adobe Creative Cloud which do not utilize your sync allocation, original images. must be stored on your Computer.
If you use Lr Desktop you can upload original images to the Adobe Creative Cloud which will utilize the storage allocation and you will have originals on your and the Adobe Cloud.
The Adobe Photography Plan costs $9.99 per month with 20GB storage if you require additional storage in the Cloud the cast is an additional US $10 per month.
Having originals on your computer and in Adobe Creative Cloud has a cost.
PS. My though on this is the is no Lightroom Classic is not available as a stand alone application as it was from Lightroom version 1 in 2007 to version 6 in 2015, it is now only available in the Adobe Photoshop Plan with Photoshop as the primary application, which has Bridge and Adobe Camera Raw plug-in, Lightroom is an alternative to Bridge and Adobe Camera Raw plug-in so it is a free-be in the package of PS, LrC and Lr Desktop for Adobe Creative Cloud for Us $9,99 per month .with 20GB, additional storage US $10 per month for 1TB.

@christinef58502318 , you should only get a warning if you have selected the option "Automatically write Metadata to XMP" selected or have manually used the option in the Library Module menu bar "Metadata > Save Metadata to the files".
If you get a warning make sure you retain the info in the Catalog.
I hope Adobe is able to repair your Catalog or you will have to use the latest backup you have.

@christinef58502318 , Just a thought here, have you checked the option to "Automatically write Metadata to XMP" .
I have a question, so have you received a mismatch warning and selected the option to read metadata from the file? That option can alter the metadata contained in the Catalog file including the edits in the History panel.
Lightroom Classic default function is to read and write the Catalog data base file.
This can cause unexpected problems.

From what I can tell it's best to use LrC as your Data file management an select the Raw files you wish to process in DXO in the Library module an go to menu bar and select File >Plug-in Extras > DXO PureRaw and the raw image will open in the DXO Plug-in where you can do your editing. When you save the completed work image it will be available in LrC Library module.

Currently the use of the Sync to Adobe Creative Cloud features requires LrC 13.3 or later. The current version is LrC 14.0.1.

I agree with @Rob_Cullen , when you are in LrC Library module right click on the Folder that contains the original RAW file that was imported into LrC and in the popup list select synchronize and the DNG from DXO should be available for import.

" Not sure how Mac handles it, but on my windows environment, I do huge batches of metadata edits. Because of the sluggish behavior of Lightroom, I have resolved to work on my image storage with several computers simultaneously.
Comment, Lightroom Classic is a single user application and can only have one Lightroom Catalog open at any point in time. In addition Lightroom reads and writes to the Lightroom Catalog file by default and the Metadata and edits are written as you work this is a primary function. There is an option to "Automatically write Metadata to the file" this function in a secondary function and takes place during idle time. So This option may get delayed if LrC is busy writing to the Catalog. It also begs the questions do the multiple computers access the same Catalog? Where are the image files located? Where are the Catalogs located?
That means that the XMP and changes have to be written into the files to not get conflicting versions. Unfortunately, Lightroom gives little to no info on the progress in saving the metadata (currently looking at 324 images having their metadata - xmp - saved. 12 minutes going on forever and still not finished). Be it because Lightroom crashes or I have to restart due to deadline approaching ( a word Adobe does not seem to understand), I frequently have to restart the app, and just as often do I discover that parts of the files that I worked on did not get their metadata updated as instructed. This in spite of Lightroom assuring that the metadata will not be lost but saved later. I have asked Adobe numerous times for a solution, as this drives me nuts. I do not know what is worse; to have the app crashing and having to start again, or to have to restart the app and then start the detective work of finding out which images got the metadata written and which images did not. It is maddening, and it has been going on for years (at least 2011, on different computers) without Adobe providing a solution, workaround or suggestion of what causes it. Last session with support suggested read/write privileges being reset to read-only somehow. but we still don't know why.

Preview files reside in the same folder where the LrC Catalog is, it's not a good idea to have your Catalog in the like of Dropbox or One Drive as it significantly increases the likelihood for the Catalog to get corrupted.
PS, what you experienced is expected since LrC needs to have access to the original files on your local hard drive and will not work with original that are of line.
You can disregard the original post as it's not applicable to your situation.

Just my thought, you can select a folder to import images contained in the folder to a destination folder of your choice.
I do not understand the concept of importing folders and exporting folders.
When you select the import option you have 4 options, Copy, Copy as DNG, Move, Add. 1, This option allows you to copy the images files from one location and save to another location of your choice.
2. This option allows you to copy the images from one location, copy to a DNG file and save to another location of your choice,
3. This option allows you to move images from one location to another location of your choice.
4. This options allows you to add images to the Catalog file and the image files remain at their origional location.
There is no option to import folders or to export folders in LrC.
