As a pure algorithmic solution would come to the same decision for the same entry conditions, I suppose that the tool they use returns a score based on searching the whole database. And this search needs to go after hard facts, like title and keywords. If there is a computer aided image search, like you have on the customer side, that can't be the deciding parameter, as this search is programmed inj such a way, that it return "similar" images, that are not that similar, like a blue sky and a blue wall paint. If that image search is involved, it will have a lower weight.
In addition to the fact that Adobe does not give hints about how this works, they are probably permanently tweaking the algorithms, which makes it difficult to find real patterns. The only thing that is sure is, that Adobe is happy with the results. But that may be from the Adobe point of view true, if the aim is to filter out all similar assets, by also refusing genuine assets, as a side effect. On the other hand, there are rumours out that red roses are still surviving the moderation phase. <<and there is nothing more similar to red roses that you submit and those that are in the database.
