Can you try out the following solutions :
First Solution :
Please uninstall and reinstall Adobe Photoshop <version> (as per the dialog). This should resolve the issue (ideally this happens if Adobe Photoshop Beta was installed at some point of time)
Second Solution : If the above solution doesn't help, please try a clean reinstallation.
Please follow the steps below:
Backup all personal data, like templates, presets etc.
Uninstall everything in CC including preferences, https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html
Then uninstall the CC desktop app, https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html
Clean your computer of CC files http://www.adobe.com/support/contact/cscleanertool.html
Restart your computer (don't skip this)
Reinstall the CC desktop app, https://www.adobe.com/creativecloud/desktop-app.html
Use the desktop app to install your CC programs
Restore your personal data.
Third Solution : Ideally, the first two solutions are preferred. If that doesn't work altogether, then you can use the below mentioned solution: You need not have to downgrade the app to LrC 13.4, you can still continue to use it in LrC 13.5/LrC 13.5.1 as an Additional external editor. With this approach of using the Additional External Editor, The image is created first, imported into the catalog, and then opened in Photoshop (This approach adds copies to your catalog, even if you never edit them).
