you'd think this might be enough to run the adobe suite but apparently not.
How do i get rid of this message? ie. the brown one that says 'Time to update'

Running an older version of Beta or Prerelease does not help the engineers, so you will get this message to update. It is there by design and cannot be turned off. To "get rid of it", you either need to use the most current version.
Most likely you will need to update your computer and OS to one that will run Prerelease. Your other option is to uninstall the Beta or Prerelease. You won't see the message in the Released version.
Does your computer meet or exceed the recommended system requirements? See this page and select macOS, as it defaults to Windows.

Unless you have upgraded components, there is a good chance that your 2013 computer does not meet (or exceed) the recommended requirements.
(You didn't say which app you are running, but Photoshop and Premiere Pro have the highest requirements.)
For an FYI, prerelease issues should be addressed in the Prerelease platform.
