Adobe does not own PDF — they gave it to an ISO years ago. These days PDFs can be made by Adobe, Microsoft, macOS, and more.   To create an Adobe PDF (as opposed to a Microsoft PDF), use the Acrobat tab on the Ribbon and the Create PDF button. You can still see it in the Layers panel, where you can select it an move it back,    Photoshop for desktop works the same way and has for many years.
