IPM disabled, but still being shown IPM in 19.021.20047

I've disabled In Product Messaging with the following settings under HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Policies\Adobe\Acrobat Reader\DC\FeatureLockDown\cIPM:

bAllowUserToChangeMsgPrefs (dword) = 0

bDontShowMsgWhenViewingDoc (dword) = 0

bShowMsgAtLaunch (dword) = 0

(I set a lot more registry settings, but I think these are enough to provide for the problem at hand)

 

I've never seen In Product Messaging after having set these keys. However, since the release of version 19.021.20047, whenever I start Reader DC, I see the following In Product Messaging:

 

 

 

 

I'm currently setting these to show up minimized with the following registry key:

HKEY_CURRENT_USER\Software\Adobe\Acrobat Reader\DC\HomeWelcomeFirstMileReader

bFirstMileMinimized (dword) = 1

 

Having disabled IPM, why am I still seeing these?
