is there a setting with in the program that will allow it to function in Windows 10

No and no. Acrobat 9 was outdated before Windows 10 was even released.

This is one of the reasons Adobe is encouraging people to move from a perpetual license model to a subscription model. That way you get continuous updates which ensure that your application stays up to date with the latest OS as well as other software (like Office).

Unfortunately for you version 9 is also no longer eligible for an upgrade, so you'll need to purchase a new license.

PS. Acrobat 9 might work with Windows 10, but it might not. That's what incompatible means. It's not tested and not supported and weird problems can occur if you try to use it.

Acrobat 9 is not compatible with any current OS, such as Windows 8 or 10.
