Can you be more specific as to what you are trying to do? Like are you talking about using animate with these types of files offline? Adobe gives you 30 days at a time to see if you have paid for your subscription. So you should only have to hit the internet like once a month and you can work offline for 30 days. As far as getting stuff from the libraries cc or Adobe stock, you have to be on the internet, unless you download a bunch of stuff and store it on your computer.
