When I create a simple stroked square or rectangle and then try to resize it, 2 blue guides show up instead of one. when i'm done resizing it and let the mouse button go, it isn't in the location where I released it.

But it's an outside stroke, so that might cause it for you.
When was the last time you rebooted the computer?
in the end i did fresh reinstall. that fixed it. it must have something to do with some a profile conflicting
