How to change the color of an object in an image

Hello. Does PS have the capability to select an object within an image, and change the color (of the users choice) while keeping the transparency, shading, of the object itself,

etc… Im looking for this to have the ability to change the color(s) of the face, or spokes if you will, of a 2 piece forged car wheel. The feature would have to identify the whole object, just as a remove background feature can dissect a background and leave the object in the image intact. Any suggestions are appreciated. I’ve attached an image of one of my wheels for an example. The blue part is a separate piece from the ‘barrel’ of the wheel. I’d like to change this color. But not to where it would look like I changed it using an app like windows paint. Looks totally fake that way. Thanks

Please try Layer > New Adjustment Layer > Hue/Saturation. 

 

Edit: One can change the affected color regions by alt-dragging the handles.
