Graphic clip reverts to full size

I have inserted a graphic (.png) and resized and positioned it in the frame so that it works in all formats.
When initially previewed it renders correctly, but when the format (e.g. to vertical, the graphic reverts to full size and original position.

It's also reverts in all other formats.

The sizing and placement is not sticky.
