Can't use the function to add an image to PDF without using Copy/Paste as of today

I have two end users who received an adobe update today and it broke the function they use to add an image to their PDFs.  They're the only users I have utilizing this function that I'm aware of.  It does work if they copy and paste the image.  It is a variety of picture files that they tested with in different file formats.   I tried implementing old copies of the imageconversion.api file, but none of those corrected the problem an they still received the "the selected image could not be converted and placed in the document" message.  They're both on 23.008.20458 32 bit.   Is anyone else running into this or have any advice on anything to try to fix it?
