Acrobat Pro 2015 on Windows 11 (version 2023.008.20555) doesn't have any Preflight Profiles

Hello, I have Acrobat Pro 2015 64 bit on a Windows 11 machine. This is brand new workstation, with fresh install of Acrobat. I tried fixing Installation and checked and no updates. 

When I click the preflight icon it opens the box but it is empty. It has the 3 icons at the top but if I click one a window poops up that says "unable to load user preferences". I've included a screenshot of the blank preflight box.
