You can probably coerce the installer to run on Windows 10, possibly using the Windows 7 compatibility mode (right click on the installer and specify Windows 7 compatibility).

That having been said, realize that:

(1)     Acrobat 9 is no longer supported in any way by Adobe and was never officially supported on Windows 10.

(2)     The PDFMaker functionality (for Office, etc.) will not work with any recent versions of Microsoft Office.

(3)     Many updates and fixes, especially in the area of security, have been added in the four major Acrobat releases since Acrobat 9.

Why would it work for years on Windows 10 and suddenly stop being recognized just today?

    Because it's not compatible with it, so any update to the OS can cause it to stop working, or have issues.
