prepare tool gone

hello! I am trying to figure out why my prepare tool is gone. 

I click on this:

But it opens reader:

and these are the only tools I have:

Does any one have any idea why so many tools are missing???

tried, uninstalling and reinstalling. and that worked so.... still no clue....
