Web Form: I want it filled first....

I am trying to create a Web Form.  This is a form we use frequently - but has some custom fields.  My goal is to have participation in this order:

1) FILL FORM

2) SIGN

But this requires me to complete the email for 2)....which will be different everytime for this re-usable form.  Anyone have any ideas? Am I doing something wrong?  Here is a picture.  Thanks in advance!
