If issue still persists, please contact support here: Contact Customer Care  (sign in with your Adobe ID to begin > select Account issues >  Account settings  > show me my contact options > and choose from chat or phone.

You can log in to your account at www.adobe.com and change your billing information there. But, please see this document about changing the country associated with your Adobe ID: http://helpx.adobe.com/x-productkb/policy-pricing/change-country-associated-with-adobe-id.html

This does not work. I have spent half an hour going in circles on all these links. When I try to click on chat "24/7" nothing happens. I have recently moved from Germany back to California and need to change my billing address/account info to the United States. I do not understand why this has to be so difficult.
