PDF Document picture of a spreadsheet will not convert into excel. It converts to excel but none of the cells are populated?

I have a picture of a spreadsheet that was placed into a word document as a picture. I converted the word document to pdf format. Then attempted to convert the pdf into an excel spreadsheet. Essentially I want to get the picture of a spreadsheet back into a spreadsheet that can be manipulated. Adobe converts the pdf into a spreadsheet, but the spreadsheet does not have any cells populated. It is essentially a blank spreadsheet. Any advice?
