Can you please elaborate more on the issue? Where are you trying to put the public link? When you say public link, what does it mean? Are you trying to add a URL within an Adobe Express post and want it to be an active link? If so, then I want to inform you that this feature is not available in Adobe Express, but you can use Adobe Acrobat to do the same.
You can also consider adding a QR code with the link embedded in it if that solves your purpose.
