The output volume is starting quiet and then jumping up after about a second.

I'm working on a video mix I started in premiere then moved to audition. I'm working off a Dell XPS 15 9575. Every time I pause and then play the timeline the sound output starts quiet then jumps to what I think is the real volume. The levels are consistent so I know it's not an issue there, but it's making it difficult to accurately mix the video. 

Has anyone had this issue or know what it could be?
