LMS will not display the course as Complete for captivate 9 and I do not have a quiz. All I want is for the LMS to display complete or incomplete. Am I missing something in my publish settings?

If using the number of slide views to achieve completion, it's never a good idea to specify the exact number of slides in the project.  If for any reason the learner doesn't visit every single slide then you can never achieve completion.

I always prefer to use percentage of slides viewed rather than the number because I feel it's safer.  If you use an exact number of slides and then happen to reduce the number of slides in the project later, you may have walled yourself into a corner where completion becomes problematic.

Try dialling your completion required back somewhat (e.g. to 70 or 80 percent) and then test again. If the issue is as I have said above, then you should see completion working again.
