Amir, we are continuing to work on releasing software titles supporting ARM processors on Windows. So please review and bookmark https://helpx.adobe.com/download-install/kb/arm-processors.html and https://helpx.adobe.com/photoshop/kb/windows-arm-support.html to be kept up to date regarding ARM processor support.

You can use the process listed in https://helpx.adobe.com/download-install/using/install-apps-number-of-computers.html if you need to install Illustrator CC on a Windows computer, not using an ARM processor.

It's been well over a year since this post.  I'd like to get some feedback from Adobe on ARM support.
