Need measurements of a stroked shape to be taken from the path of the stroke, not the outside

Illustrator seems to have changed the way a stroked shape is measured. The measurement used to be from the center point (the path) of the stroke, but now it is measuring my shape from the outside of the stroke. That means if I change the shape to a fill instead of stroke, it has a different measurement because the outside of the stroke is gone.
