Create a "digital mesh" of objects in photo

I am wanting to learn how to create a "digital mesh" of an object. As an example, I saw this image online, keyvisual-3-motoren-v1-170123.jpg, that shows that I want to take photos of industrial objects, like pipes, motors, buildings, etc and create a "digital mesh" copy of the object to create a "digital twin" of that object as part of marketing material. 

 

Does anyone know a means to do this with Adobe?

Draw the lines and then apply some neon-like appearance to it.

Basically the techniques for approaching neon are like this: https://layersmagazine.com/night-lights-creating-a-glowing-neon-effect.html But you might want to search for other tutorials and compare.

There's no possiblity to draw the mesh automatically.

 

You might also want to consider using a 3D application to draw this machine. Such as Cinema 4D, Blender or the like.
