The problem is in Color Management. When you open a jpeg in Microsoft Photo, it does not have the same standard of color that Photoshop does. When you open the jpeg in Photoshop it has an assigned color profile. Usually a jpeg file has a color profile of sRGB. If Phtoshop is set to another color profile, you can assign sRGB to the image to see if this changes the blue and red cast you are seeing. From the Edit menu, you can choose Assign Profile, or Convert to Profile to change the color of the image to sRGB if you want to match the color that you are seeing in Microsoft Photo. If you are using this image for the web sRGB is fine, but if you are going to take this image to print, you will want to choose a profile that is better suited for print work.
