photoshop7.0が急に起動しなくなりました。

Ver.7.0の動作保証、最終がXPまでです。

旧バージョンの対応 OS： Photoshop

すでに指摘がなされていますが、Windows 10が出るずっと以前のバージョンなわけですから、

もともと完全に動作保証外、という話になってしまいます。

オウンリスクで対処することが基本ですし、それが難しいとした場合は、

現行のフォトプランなどの契約へ移行されることをおすすめします。

なお Photoshop (us) から Photoshopコミュニティフォーラム (Japan) に移動しました。
