Unfortunately, there is a bug in recent Photoshop versions where the tool that is specified in the Stroke Path dialog is not necessarily the tool that is being used.
For example, the Healing Brush when selected in the Stroke Path dialog is really the Mixer Brush Tool.
In turn, the Mixer Brush Tool in the Stroke Path dialog is the Pattern Stamp tool.
If you want to be sure your stroking a path with the tool of your choosing, with the path active, select the tool in the tools panel and press Enter on the keyboard.
