I'm getting a "Missing MSVCP120.dll" message trying to install Photoshop to a Windows 11 computer

I'm getting a "Missing MSVCP120.dll" message trying to install Photoshop 20.0 to a Windows 11 computer. I have tried ALL the fixes suggested in this community and on the Adobe site. The file is there so I don't know why the program won't  install. Can anyone please help??
