Photoshop 25.1 will not Save new file... save window is blank. Just recently updated macOS Ventura

After updating to macOS Ventura, Photoshop 25.1 will not Save new file... the save window is blank. I tried enabling legacy "Save As" in Settings, but has not changed the outcome.
