So for me the program is unusable now.
Whenever I use any tool, instead of the tool doing what it should be doing it acts like the hand tool and moves around the canvas.
Things work fine when using a mouse, but without the ability to use the pressure sensitivity of my tablet I cannot accomplish my work.
This needs to be fixed now.
For now I'm going to have to use clip studio to do my work until the issue is resolved.

There should be no need for any workaround now that Microsoft have issued a further update to fix the issued caused in their earlier release. See here for details:

the command prompt code insertion seemed to work, but when I pressed M for marquee, it went right back to performing improperly.

This is also happening on my surface book with the Microsoft stylus in Photoshop. Not just Wacom. I'll try the same fix today. The above fix posted by davescm worked for me on my Cintiq.

Hi, not exactly the best quality fix but if you go to the computer's display settings and "change the size of texts, apps and other items" to 100%, the calibration should work nicely. (This is for non-Wacom tablets)

I did the .txt file on the right folder, but :

flochau If using the PSUserConfig.txt fix, then check you have typed the file exactly as described. Photoshop needs to be closed and restarted after adding the file.
Unchecking Windows Ink resolves the canvas issue, the PSUserConfig file restores pen pressure

I did exactly these manipulation. But don't work for me...
Anyway i tried again to reinstall Wacom Driver and it work only if I let the Windows Ink checked... It's really weird.
