Photoshop-Wacom-Mac keyboard shortcuts won't work while using wacom stylus

Hello, I've been scouring the forums and trying various things to try and solve my problem and nothing has worked yet. I believe this may be a bug between the Wacom Driver and Photoshop in the latest macOS (Sonoma 14.0).

I use Photoshop primarily to paint with my Wacom Cintiq tablet. I'm setting up a new (to me) macbook pro, and when I'm in Photoshop some of the keyboard shortcuts don't work while I'm using the wacom stylus. They do work if I use the mouse. I have uninstalled and reinstalled the wacom drivers and checked security permissions per wacom's instructions (https://support.wacom.com/hc/en-us/articles/17629089706391-Is-there-a-driver-for-macOS-14-Sonoma). I have tried Photoshop 2024 and 2021. The wacom cintiq is connected directly to the macbook via USB-C. The wacom stylus and keyboard shortcuts work in Blender as expected. I haven't loaded preferences or express keys or anything into any of the software, these are all fresh installs (or re-installs, at this point).

I've attached one example image. Pressing shift while drawing (⌘+LMB hold and drag) is supposed to lock the line into a horizontal or vertical. It works if I use the mouse, but not if I use the stylus. The other shortcut I use a lot, that doesn't, work is "⌘+spacebar+LMB hold and drag" to zoom in and out (this one isn't tied to the brush tool, it should work anytime). It works with the mouse. If I try with the stylus, the mouse pointer icon short of flashes the zoom, but not long enough to make it work. The eyedropped ("I") sometimes works with the stylus, sometimes not...
