Severe Input Lag and Random Line Drawing

So I am working from home like many of you are and on a few, heavier illustration projects brought over from my work Mac I am experiencing severe input lag when drawing and scrolling, selecting menus, opening files etc. The file I'm working on is 129 mb.

I've adjusted my settings, checked my scratch disks, and updated my GPU drivers. It's driving me a bit crazy as these files are due to the factory tomorrow. Occasionally I wil lget a big when drawing after a delay where a gigantic zigzagging line will be drawn across my artwork.

OS: Windows 10 home

CPU: i7 4770l 3.5 ghz

GPU: Geforce GTX 1070ti

RAM: 32GB

Perpheral: Cintiq 16 pro
