why is my adjustment layer covering all artboards rather than jus one?

i want to resize my adjutment layer but when i do the constraints of it appear to be covering all of my other (hidden) artboards, can't i just apply it to on artboard?

You do not have just the Adjustment Layer selected and are you sure you created the Layer Mask properly anyway? 

Can you provide the file?
