Photoshop tends to stop responding to keyboard shortcuts quite often on Windows on my Surface Studio (Gen 1). I tried to keep track of when it happens. I first noticed it when I used a brush, tried Ctrl+Z, which did not work at all. Ctrl+T or shifting to the Move tool with V did not work either. When I pressed the Windows button, or minimized/revealed Photoshop, the shortcuts started responding again for a little while, only to stop working after a few actions. This happens consistently, no exceptions.
I'm a heavy shortcut user, and this kind of degrades my workflow into constantly using the menus. How can I stop this from happening, so I can keep on using my keyboard shortcuts without having to interrupt my workflow like this? Or is there a known issue with Photoshop about this?
I'm working on a Surface Studio (Gen 1), Windows 1903, build 18362.418.

We apologize for the issue you are facing while trying to use the keyboard shortcuts in Photoshop.
Would you mind sharing the version of Photoshop you are currently using by going to the Help menu in Photoshop > System info?
You can try to reset the keyboard shortcuts to default once and check if that helps. To set the keyboard shortcuts to default go to the Edit menu > Keyboard Shortcuts and select Photoshop Defaults from the Set drop down.
You can also reset the preferences for Photoshop using the steps mentioned in the article linked below and let us know if that helps.

What's your Windows language/region/keyboard layout? What language is Photoshop?
I've had this off and on for as long as I can remember, on every system I have ever worked with (which is quite a few). The one thing they all have in common is English OS, English Photoshop - but Norwegian keyboard layout (because that's where I buy them).
I keep the regional settings icon in the systray, because sometimes they will change to English keyboard for no apparent reason. Then all the shortcuts blow up. If that's not it, my kickstart is shift-ctrl-alt-K, which opens shortcuts in Photoshop. For some mysterious reason, this one always works, and gets the PS shortcuts up and running again.

I couldn't reproduce this issue anymore. I am not sure if the problem is caused by suggested issues of @nikunj.m or @D_Fosse, but it seems, after a few Photoshop updates, to not happen anymore.
It is hard for me to say what the solution is, but if it happens again, it is worth trying both of the suggested solutions.

I have a similar problem when Photoshop first starts up. If I click on the Photoshop toolbar, or press the Windows key per your suggestion, then keyboard commands will work again until Photoshop is closed and reopened.
Using Photoshop 23.5.0 English US (although this has been a problem for several versions) on Windows 10 Pro 21H1 Build 19043.1889 Experience 120.2212.4180.0.
I selected the option to use the defaults, thinking I could later go back and select my custom shortcuts, but that wasn't correct. Now the bug is fixed, but I've lost all my custom keyboard shortcuts. It will take some time to set them all back up again, because I can't even remember what they all were. I'll have to fix them as I go when I realize my keyboard shortcut isn't working anymore...
