when I move an image to a new window all the other images are now behind the workspace in photoshop

I've looked for this in the forum before and I am sure the question has been asked but I can't find it.

So sometimes my images end up behind the workspace and I have no idea why. Though right now I accidentally had an image take up the whole space and then detached it from background but now all the other images are behind the workspace. Why is this happening? It's making me mental.  Is there a preference I can change? I never want images in the same window or stacked or whatever either. I like floating. Just not behind workspace.

 

I thought the "bring all to front" my work but that must be for something else. 

 

I am on PS 22

If you are on Windows any Photoshop Palette that is not docket  to Photoshop main UI window frame will be in Floating always on top Palette Windows which will be a higher window then Photoshop's image display area and Floating image windows. Dock your Photoshop palettes.

Mac or Windows? 

Are you using Window > Application Frame?
