Import select sequence brings in the entire project

Been dealing with this for a while now, using Premiere v22.5: 

When I go to bring in a select sequence from another project, the ENTIRE project is imported (into its own folder).  I don't know *when* this issue cropped up (as in, which update broke the process), but I know that it used to only bring the desired sequence into the project in an earlier version.

It's been well over a year since I submitted this report; I don't remember the specifics of it anymore, as the work around has become my new normal.
