Premiere Pro Opening With Black Boxes

Everytime i open Premiere Pro i get these black boxes. I'm not sure what's going on but i cannto edit any videos. I can't drag any files to the timeline. This is what happens

Hello, whenever I make a new project or open an existing one I have an issue where there are black boxes covering the top of the screen. If I minimize the program the black boxes even stay on my desktop. The only way I can fix it is to try closing and opening premiere multiple times and just hope it works. There have been times where I need to close and open the program up to 10 times. Very annoying.

I have tried multiple different Nvidia drivers including both the Creative and Gaming versions and I still have this problem. I've used premiere for years and never had this issue until a few months ago. Is there a setting or something causing this issue? Any help would be appreciated! Thanks!
