Does it look normal when not adding a lut on export?

You are putting those LUTs within Premiere's LUTs folders ... DO NOT ever do anything with those folders! The explanation of what happened is below, first ... how to properly place user LUTs on your machine.

There are two places USER can add LUTs that the Adobe apps will see and use correctly. I recommend using the Package files (Program files on a PC)/Adobe/Common/LUTs location.

Within that, you should have (or create if needed) folders for Input (Project panel CM corrections), Technical (Lumetri Basic tab) or Creative (Lumetri Creative tab) use. Put your LUTs in the folder according to where you will use them in either CM (color mamagment) or Lumetri use.

All three apps will look in that folder for the LUT name when getting a project from another of the three apps. And it works correcctly. The drop-down lists for Basic and Creative tabs plus the Project panel's Input CM slot will all show the LUTs the user has placed in the above folders for each LUT type slot.

Remove the LUT from the Package files or Program files location, put it in the correct location. Then in Lumetri, that LUT should show in the proper drop-down list. Apply it.

Why did this happen as you found?

The Premiere, AfterEffects, and MediaEncoder programs are all installed with identical LUTs folder setups within their own Package/Program files locations. And in those folders, the LUTs are accessed by relative position in the alpha-numerically listed folder, NOT by name. As in, "5th LUT down".

And ... each app 'sees' that the user used X LUT ""down" from that folder in another app, and goes to X LUT "down" in its own folder-tree for processing.

So yea, you added a LUT to the Premiere folder, but not the MediaEncoder one. So Me gets the 'job', goes to say the 5th lut in its own Creative or Basic LUTs folders, and uses that LUT. Which isn't the one you used, because ... the LUT you put in the Premiere Pro program folder is not in the equivalent Me program folder.
