Hi @Bianca31955062tgpq - Can you try the steps below:
On your macOS desktop hold down the "Option" key and select Go from the menu bar, you will then see a folder labeled "Library"
After Selecting Library navigate to Preferences > Adobe > Premiere Pro and then delete the folder 25.0.
Open Premiere Pro and let us know if that helps your issue.

That could be the issue.
There may not be enough free hard drive space for Premiere Pro to work properly.

I tried your solution @jamieclarke and it gave me the following error:
Initialization Failure
The directory '/Users/[myuser]/Library/Preferences/Adobe/Premiere Pro/25.0' could not be created. Please check the validity of the directory path or parent directory protection or permission rights.
Following @Peru Bob 's note, I also cleared up about 100 gb of space, so now I have 100 GB of space to work with on my laptop.
Now when I open it up, it gives me that error above.

Hi @Bianca31955062tgpq - Can you select the 25.0, and Premiere Pro folder, then right click and select get info. Can you post a screenshot for us. It sounds like some folder in the chain doesn't have permissions or is possibly locked.
In the sharing and permission section it should say <User> (Me) read and write
