Adobe Premiere Pro text motion tracking

I have a question. I'm beginner on Premiere Pro and I want know if it's possible to make a text motion tracking as this -Speed opening credits for Adobe community Support - YouTube-

the text is not moving, it is masked by the floors passing by. so there is no motion tracking in this video. if you have a text or any other element you wish to mask out, you could do that in premiere using a mask or even a linear wipe effect at a certain angle.

if on the other hand, you wish the text to move like it's attached to an element captured on video, you can't do that in premiere, but you could do that in a compositing app like After Effects.

This would probably be easier done in After Effects, but yes, it is possible in Premiere Pro.

You would place the background scene on V1.

The Text above that on V2.

The "girder" cutout animation that reveals/hides the text on V3, above the two other elements.

At the moment the "girder"cutout passes over and hides the text on V2, you would edit to the next text piece - and that new text piece would be revealed as the "girder" cutout continues to move upward.
