Bizarre Premiere exporting bug wraps screen

When I try to export in premiere, the right 10% of the screen gets wrapped around to the left. I had this (among other problems) on an old computer, bought a new one with quite nice specs (cloned the boot drive), and the error persisted. Completely reinstalled premiere with fresh preferences, error persisted.

That leads me to believe it is probably something in the project file, but the error does not happen every time.

Anyone have any ideas?

(New PC is using a Ryzen 9 7900X, 64gb ram, 5tb of m.2 ssd's, 2070 super)
