CC 2017.0.1 Proxies keep going offline

I recently updated to CC 2017 and began a fresh project. For my multicam sequences, I created proxy files, and stuck with the default "store next to original media in proxy folder". Now every time I re-open this project, the proxy files are offline. Why can't premiere remember where they are once I've re-attached them and saved?

A side issue... some proxy files are stubborn and won't attach because of differences in the audio channels. Premiere tells me they can't be attached. But if I simply re-open the project, they connect fine.

I love the proxy feature, but it's super clunky and I'm really hoping Adobe streamlines it.

1. What is the location of the Proxy files? Is it an External drive or Internal drive?

2. Is it a windows or mac machine?

3. Is this happening with multiple projects or just with one project?

External thunderbolt RAID.

2. Is it a windows or mac machine?

Mac Pro.

3. Is this happening with multiple projects or just with one project?

Just this project. I created the proxies using the same project by selecting the clips in the project panel and telling Premiere to save them in a separate folder near the footage (the default recommendation).
