When I start any of the CC apps I get a blank window with "%CCX_START_PANEL_NAME" in the title area rather than the usual startup options.
How can I get the startup panel to load properly again?

I just fixed my error. It also happened with photoshop on my PC.
Shut down all Adobe apps.
Go to the following location:
C:\Program Files (x86)\Common Files\Adobe\CEP\Extensions
Now just rename the Extensions folder. Test.
If you lost any features I would recommend reinstalling premiere pro and photoshop.

That does not work for me...I press Shift+Alt after starting premiere and it stays the same...screen from above...I even made a fresh Premiere Install but it stays the same...

Did you use Cleaner tool before re-installing?
Use the Adobe Creative Cloud Cleaner Tool to solve installation problems

I deleted Premiere ProCC...and run that cleaner tool with the option 12....after that I reinstalled Premiere...still the same...

Well if I coose CC2018 which is my version that gives me a list to pick from all my other products LR PS etc....but not Premiere...dammit. Why does it have to be so complicated?

This is a problem only happens when you uninstall before running the cleaner. Easiest thing now is to reinstall PrPro, THEN run the Cleaner.

With PrPro installed, run the Cleaner Tool. Then reboot.
From the CC App, download/install another fresh install of PrPro.

I consider but since this problem occured at the same period of time to someone else (that one from above) I doubt that it´s my windows that got broken in the last 2 weeks...and I find it strange that there is no way to fix it but a clean windows. but ok...thanks all for your help!

Another editor I know just spent some serious time with MS tech folks discussing why his shop's having so many issues of "stability" with running PrPro/AE ... and they told him that a couple of the recent OS updates have changed under-the-hood how Win10 relates with several classes of hardware. At the current time, they told him that if he's running any over-clocked items especially, to not go "above" build 1607 (as I recall). Further, that they're working with hardware types to get new drivers/firmware from them to fit with the new OS settings.
There's a Win10 update that's been loading itself in the last couple weeks. It could be, if your RAM/CPU or bus are over-clocked, that your computer is gonna have issues with a heavy app like PrPro.
Or of course, could be something totally other ... sigh.

I've tried all the suggestions mentioned above (short of complete OS re-install) but I'm still experiencing this issue. This problem exists with all the CC apps. Some of the apps have an option to use "legacy new item window". Premier doesn't seem to offer that option. The best work around seems to be to open and existing project, delete everything and then "save as" when you need to start a new project.
My guess is that this is an issue with the Adobe account & servers. They're keeping & utilizing a lot of user data on their systems and something isn't working right. Just a guess though.
I'm open to suggestions if anyone has a possible solution.

go here and delete all folders in Extensions folder.
Then reinstall the program which you have problem with. That's how I solved the problem.
